County road projects in Kenya continue to experience delays, budget pressures and quality concerns despite public procurement legislation. This study examined the relationship between inspection approvals, supplier management, contract administration, quality control mechanisms and reported road project completion outcomes in Narok County. A convergent parallel mixed methods design combined a cross-sectional questionnaire survey with semi-structured interviews. All 172 eligible stakeholders were invited to participate, and 145 usable questionnaires were returned, representing an 84.3% response rate. Twelve purposively selected key informants were interviewed. Quantitative data were analysed using descriptive statistics and ordinal logistic regression, while interview data were analysed thematically and integrated during interpretation. The fitted model was statistically significant (χ² = 86.149, p < .001). All four procurement dimensions were positively associated with higher reported completion-outcome categories: inspection approvals (OR = 1.669, p = .003), supplier management (OR = 1.880, p = .001), contract administration (OR = 1.797, p = .002) and quality control mechanisms (OR = 2.102, p < .001). Interviewees described approval delays, material shortages, delayed payments, variation disputes and defect correction as relevant implementation concerns. The findings indicate associations between post-award procurement practices and stakeholder perceptions of project completion; they do not establish causal effects. The study recommends clearer approval timelines, systematic supplier monitoring, timely processing of certified payments, documented variation management and verified defect closure.
